Go to any area that has a high ledge that you can fall off.
Slowly edge yourself off of it, such that you fall vertically.
As you fall, hold A to accelerate, so that you fall faster.
You should be able to fall through the ground, with a variety
of effects that depend on the level.

Go to San Francisco, and on the bridge at the beginning, find
an opening. Slowly move towards it until you have two wheels on
the ground and two wheels in the air. Your car will automatically
turn, moving through the bridge. From here, several effects may
occur: you may fall through the bridge into the sea; you may get
stuck in midair; etc.

Go to San Francisco, and go to the lower level of the bridge at
the beginning. Find a ramp that leads to the upper level, and,
at 150 to 170MPH, drive into the area where the ramp meets the
top of the bridge (the side of the top of the ramp), hitting the
part at an angle such that you crash into the top of the bridge
while going up the ramp. The glitch has several effects including
moving through the bridge, floating backwards through the air, and
landing such that you can drive backwards. This video shows the
glitch done in Multiplayer.
